Notice of Intention to Issue City of Shallowater, Texas Combination Tax and Revenue Certificates of Obligation: NOTICE OF INTENTION TO ISSUECITY OF SHALLOWATER, TEXASCOMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION TAKE NOTICE that the City Council of the City of Shallowater, Texas, shall convene at 7:00 p.m. on October 7, 2025, at the Shallowater Police Department Annex located at 607 Avenue G, Shallowater, Texas, and, during such meeting, the City Council will consider the passage of an ordinance authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed $8,400,000 for the purpose of paying contractual obligations to be incurred for (i) designing, acquiring, constructing, improving, enlarging and equipping the City’s water and wastewater system, including a new water treatment plant, wastewater treatment plant, and infrastructure improvements, and the acquisition of land, easements, water rights, and applicable rights-of-way, and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a surplus pledge of the net revenues of the City’s water and wastewater system.  In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $3,315,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $4,044,321; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $16,685,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2056.  The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended. Sealed Bid Requests for Land Avenue Q Frontage 1.91 Acres

Public Notice

The City of Shallowater is accepting bids for property owned by the City of Shallowater.

The property is approximately 1.91 acres of unimproved land being located in the southwest quarter of Block D5, Section 26, Abstract 865, said property located along Avenue Q, north of Young City Park and south of the Catholic Church property.  The property will be roughly marked by stakes, and the buyer will be responsible for obtaining a survey giving the exact legal description.  There is a minimum bid requirement of $1.25 per square foot or $54,450.00 per acre. Bids must be submitted by September 18, 2020 to City Hall, 801 Avenue G, PO Box 246, Shallowater, Texas 79363 by 4:00pm.  Bids should be in the form of the Texas Real Estate Commission’s standard form for the sale of Unimproved Property Contract, Form 9-13, with Buyer paying all costs other than the standard Seller costs found in paragraph 13 of the Unimproved Property Contract.  Bidder must also include documentation showing it is financially capable of purchasing the property.  Buyer is purchasing the property “as-is.”  The buyer must close on the transaction within 60 days of the bid being accepted, unless an extension is agreed to in writing by the City of Shallowater.  Failure to timely close will result in the contract being cancelled.  The bids will be opened on September 21, 2020 at the City of Shallowater City Council Meeting.  The meeting will start at 7:00pm and is located in the Shallowater Police Annex, at 607 Avenue G, Shallowater, Texas.  If you have any questions please call Shallowater City Hall at 806-832-4521.
