Notice of Intention to Issue City of Shallowater, Texas Combination Tax and Revenue Certificates of Obligation: NOTICE OF INTENTION TO ISSUECITY OF SHALLOWATER, TEXASCOMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION TAKE NOTICE that the City Council of the City of Shallowater, Texas, shall convene at 7:00 p.m. on October 7, 2025, at the Shallowater Police Department Annex located at 607 Avenue G, Shallowater, Texas, and, during such meeting, the City Council will consider the passage of an ordinance authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed $8,400,000 for the purpose of paying contractual obligations to be incurred for (i) designing, acquiring, constructing, improving, enlarging and equipping the City’s water and wastewater system, including a new water treatment plant, wastewater treatment plant, and infrastructure improvements, and the acquisition of land, easements, water rights, and applicable rights-of-way, and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a surplus pledge of the net revenues of the City’s water and wastewater system.  In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $3,315,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $4,044,321; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $16,685,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2056.  The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended. AERIAL MOSQUITO SPRAYING NOTICE FOR JUNE 28th -JUNE 29th (WEATHER PERMITTING)

Aerial Mosquito Spraying Notice…

Dear Residents, 

Flight disruptions, while common, are often unpredictable.  VDCI could not spray between Friday, June 21, 2024, and Sunday, June 23, 2024.  We want to keep you informed that aerial spraying, a crucial part of our environmental maintenance, has been tentatively scheduled for Friday evening, June 28, 2024, through Saturday, June 29, 2024, weather permitting. The wind must be below 11 miles per hour for the flight to proceed, ensuring the safety of all involved.

Thank you all so much for your continued patience with this process.  The Coalition is working diligently to perform aerial mosquito spraying before July 4, 2024.

Weather permitting, the plane will spray the City of Shallowater from late Friday evening, June 28th, or late Saturday evening, June 29th through the overnight hours. The actual time of spraying will be determined by where we fit in the line-up of cities.  

Actual spraying of the city should not take more than 30 minutes.

 

Aerial spraying is particularly effective to reach areas in the city that truck-mounted sprayers cannot reach.

Vector Disease Control International is the company that will be spraying. They specialize in aerial application, have been in business since 1992, and have over 40 offices across the United States. These products are being applied in strict accordance with label instructions as set forth and approved by the Environmental Protection Agency.   The coalition also recommends people bring in their pets during the aerial spray.  If outdoor pets cannot be brought inside, their water and food should be changed to avoid consuming the mosquito spray product.
