PUBLIC HEARINGS NOTICE FOR PROPOSED ANNEXATION OF 500 BLOCK OF AVENUE V: The City of Shallowater, Texas proposes to institute annexation proceedings to enlarge and extend the boundary limits of said city to include the following described territory, to wit: A 5.14 acre tract of land out of a 60.09 acre tract of land conveyed to CR Hohetz, LLC as described in deed recorded in County Clerk’s File (CCF) #2018043942, Official Public Records of Lubbock County, Texas (OPRLC,TX), said 5.14 acre being situated in the northeast quarter (NE/4) of Section 26, Block D-5 Lubbock, County, Texas and being more particularly described as follows: BEGINNING at a 1/2" iron rod with blue cap inscribed "CHT RPLS 6460" (hereinafter referred to as an OJD-CHT cap) found at the Southeast plat limit corner of Lots 1 Through 15, Diamondhead Estates IV, an Addition to the City of Shallowater, Lubbock County, Texas, as described by the map, plat, and/or dedication deed thereof recorded in CCF #2019011602, OPRLC, TX and the Southwest corner of said 60.09 acre tract for the Southwest corner of this tract;   THENCE N. 01°46'19" E. (bearings are grid bearings relative to the Texas Coordinate System TXNC Zone 4202, NAD 83 (CORS96), contiguous with the East plat limits of said Lots 1 Through 15 and the West line of said 60.09 acre tract a distance of at 1,309.99 feet (distances are grid, U.S. Survey feet with a combined scale factor = 1.000241042) to an 01D-CHT cap found at the Northeast plat corner of said Lots 1 Through 15 for the Northwest corner of this tract; THENCE S. 43°13'41" E. a distance of 14.14 feet to a point for a clip corner of this tract; THENCE S. 88213'41" E. a distance of 95.00 feet to a point for a clip corner of this tract; THENCE N. 46246'19" E. a distance of 21.21 feet to a point for a clip corner of this tract; THENCE S. 88°13'41" E. a distance of 50.00 feet to a point for a clip corner of this tract; THENCE S. 43°13'41" E. a distance of 21.21 feet to a point for the Northeast corner of this tract; THENCE S. 01246'19" W. a distance of 60.00 feet to a point for a clip corner of this tract; THENCE S. 46°46'19" W. a distance of 21.21 feet to a point for a clip corner of this tract;   THENCE S. 01°46'19" W. a distance of 1,169.99 feet to a point for a clip corner of this tract;   THENCE S. 43213'44" E. a distance of 21.21 feet to a point for a clip corner of this tract;   THENCE S. 01°46'19" W. a distance of 40.00 feet to a point in the south line of said 60.09 acre tract for the Southeast corner of this tract;   THENCE N. 88°13'46" W., contiguous with the South line of said 60.09 acre tract, a distance of 185.00 feet to the place of beginning.   Public hearings will be held by and before the City Council of the City of Shallowater, Texas on the 15th day of June, 2020 at 7:00 p.m. and 7:30 p.m. in the Police Department Training Room, 607 Avenue G, Shallowater, Texas, for all persons interested in the above proposed annexation.  The proposed zoning classification for the 5.14 acre tract which is Lots 1-20 of Diamondhead Estates V (Avenue V) is R-1 Residential.  At said time and place all such persons shall have the right to appear and be heard.  The public hearings for the annexation of the 5.14 acre tract will be held on June 15, 2020 and the zoning classification to R-1 Residential will be held at the July 20, 2020 meeting and action will be taken on both items at the meeting.  Please do not hesitate to contact me if you have any questions the proposed annexation or zoning of the 5.14 acre tract that will be Diamondhead Estates V and be the 500 block of Avenue V.   Sincerely,   Amanda L. The City of Shallowater will receive bids for installation of water lines and valves until 3:00 pm on June 4th, 2020 at 12402 Slide Road, Ste. 409, Lubbock, Texas 79424. The bids will be publicly opened and read aloud at that time and location.

Major components of the work are as follows:

  • Furnish and install 700 feet of 6” C900. 
  • Furnish and install one fire hydrant, four 6” gate valves, one 4” gate valve, and approximately 1000 lbs. of 6” fittings. 
  • Furnish and install six inch Inserta-Valve. 
  • Complete approximately 40 sq. yds. of asphalt paving repair.

A Bid Bond (issued by an acceptable security), in the amount of 5 percent of the bid, shall be submitted with each bid. A certified check or bank draft payable to the City of Shallowater, or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. The successful Bidder must furnish a Performance Bond and a Payment Bond, each in the amount of the contract, from a Surety Company holding a permit from the State of Texas, to act as a Surety or other Surety, or Sureties satisfactory to the Owner.

Attention is called to the fact that not less than the federally determined prevailing (i.e., Davis-Bacon) wage rate, as issued by the Texas Department of Commerce and contained in the Contract Documents must be paid on the project. In addition, the successful bidder must ensure that employees and applicants for employment are no discriminated against because of their race, color, religion, sex, or national origin.

The City of Shallowater reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Shallowater for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to awarding of the contract.
